| Here's a few principles to set a standard for how business should be conducted in Prolix. This is not official law, but merely etiquette that is expected to be followed within the Prolix Empire from here on out: - Ownership of property implies a transferable right to develop and use natural resources on such property
- Owners are encouraged to not hoard the wealth accruing from natural resources, that the surrounding community should in some way benefit from the use of its natural resources
- Not all natural resources can be handed over to ownership of private individuals. Rivers, oceans, and other waterways being the exception must be open for business to all
- The right to own property brings with it a requirement to respect the interests of others in the area as well as the natural resources themselves
- There are 3 stakeholders entitled to the wealth accruing from natural resources: the investors providing the capital, the workers helping in production, and the surrounding community

| As waterways are excepted from ownership and open for travel to all, it does not seem logical that either Prolix or Tir'an impose any fees for fishing rights. The Elves fish a lot but take the fish for food and market and do not hoard this renewable resource. Hail Torrix ! |

That's why there is no "fees for fishing rights" ever been charged or imposed by Prolix or Tir'an | |
